Anna Taylor

Anna Taylor is an artist-writer and co-director at In-Situ; an embedded arts organisation in Pendle with a unique organisational structure and core mission for social change.

She has established ‘Thinking Out Loud; commissioning exploratory writing and film around the unique nature of In-Situ’s embedded practice and process, and hosting listening events that explore, shape and define a collective imagining around themes such as relationship, value(s), structures and systems.

Anna is currently documenting and sharing In-Situ’s action research into sharing power. ‘Fluid Structures’ is a co-developed organisational model that radically reframes working relationships, value, productivity, failure, agency and inclusivity within the organisation and the sector.


Annie Kerfoot

Annie Kerfoot is Assistant Principal at Blackpool and The Fylde College for Leadership, Management and Lifestyle and Chair of LeftCoast’s Steering Group.  LeftCoast is an established Creative People and Place project in Blackpool whose mission is to be socially engaged, socially useful and artistically ambitious.  With a deep passion for collaborative development, cultural education and skills development, Annie has a rich background in cultural sector partnerships with further and higher education across Lancashire.  Annie has participated in numerous cultural forums and projects, and has contributed significantly to the development of the Blackpool Cultural Strategy.  Annie brings a unique perspective to discussions on governance, innovation, and collaboration and is dedicated to supporting others to achieve more together.


Beth Kay

Beth is a skilled training facilitator specializing in leadership development, program management, and strategic planning. As Operations Manager for Active Lancashire and Together an Active Future, she designs training programs that drive systemic change for leaders at all levels, using a strengths-based approach.

With experience in workforce development, volunteer engagement, and partnership management, Beth has led strategic initiatives for European and Sport England programmes. She has also managed training centers, upskilled staff, and enhanced service delivery. Passionate about community engagement, she previously oversaw an Arts Council England-funded Dance Officer role, fostering positive change through arts and culture.


Emily Brady-Young

Emily’s leadership is rooted in empathy, collaboration, and a commitment to creating spaces for learning and growth across sectors. Her career spans diverse roles in educational leadership, behaviour change, and academia. Emily’s expertise lies in coaching, organisational psychology, strategy, and co-creation, which she applies through facilitating strengths development programs and leading impactful research
initiatives.

As an advocate for place-based approaches, Emily has worked extensively with local communities, including marginalised groups, in the UK and internationally to design and implement health and education programs that drive sustainable change. She has held academic positions in universities in the UK where she led programs integrating physical activity and wellbeing into teacher education curricula and has been greatly influenced by her time working in International Development in Nepal, East Africa and the USA.


Julie Bell

Julie has spent her 43-year career at Lancashire County Council, beginning as a specialist children’s librarian and serving as Head of Cultural Services for the past decade.

An active volunteer, she has held leadership roles with Girlguiding, including Region Chief Commissioner for North West England and Deputy Chief Guide for the UK, overseeing governance, policy, and safeguarding.

Julie chairs Get It Loud in Libraries, an award-winning NPO bringing live music and creative industry opportunities to young people, and Lancaster Litfest, the UK’s third-oldest literature festival, where she has helped shape its evolving success.


Paul Hartley

Paul Hartley is a seasoned youth and community facilitator with over 25 years of experience driving creative community engagement in East Lancashire. His work spans both formal and informal youth settings, as well as local authority arts development.

In 2008, Paul received Arts Council England’s Outstanding Achievement Award for his role in Channel 4’s BIG ART Project in Burnley. His strategic contributions to initiatives like Creative Partnerships Lancashire, Elevate, and BLAZE have helped embed lasting creative interventions locally.

A lifelong Pendle resident, Paul co-founded In-Situ in 2012, shaping cultural development in the region ever since.
